Outlining your paper means that you organize your thoughts and ideas in order to answer your research question and successfully complete your assignment.
These ideas do not have to be written down in order. Think about what you want to say about your topic. You can make a list and then organize it later. You can write each idea/sentence on a sticky note or a notecard and then organize them.
You will also want to look at your rubric for your assignment if you have been given one. This will tell you what needs to be included in your paper.
